From the Brahmaputra‘s Wrath to Our Own: Assam‘s Floods, 1988 to 2026

The old farmers of the Brahmaputra valley had a calendar that had nothing to do with the ones printed on walls. They read the sky differently. The first monsoon rain in June arrived with a particular smell from the soil, the paddy was already waiting for it in the nursery beds, and the river would begin its slow, purposeful rise that everyone had learned to live around, build around, and even celebrate around. The floods came, yes, but they came with a kind of rhythm that allowed preparation. You knew roughly when the water would enter the lower fields. You knew roughly when it would leave. The Brahmaputra had moods, but they were moods you could read.
The 1988 flood, one of the most catastrophic in post-independence Assam, is still the reference point that older residents reach for when they want to describe what bad looks like. It inundated entire districts, displaced hundreds of thousands, and left behind a silt-thickened landscape that took years to recover. It was devastating, but it arrived as a river flood; the Brahmaputra rising beyond its embankments, water moving in the direction water moves, out from the river and across the plains. People grieved it, rebuilt after it, and understood, even in the middle of it, what had happened and why.
What Guwahati got on April 19, 2026 was something different in character, even if not in images. One hundred and seventeen millimetres of rain fell in a single hour. Five people died. Schools were shut the next morning. Fifty neighbourhoods across the city went under water, from Maligaon to Kahilipara, from Chandmari to Beltola Survey, where vehicles sat trapped for hours after the rain had already stopped. The Brahmaputra had not overflowed. The river was not the problem. The problem was that the rain had nowhere to go. The city, in the space of a few decades, had sealed itself against its own rainfall.
A River That No Longer Follows Its Own Rules
The 2026 monsoon arrived in Assam with force. By late June, the first major flood wave of the season had already affected more than 22,000 people across six districts, with flash floods sweeping down from Arunachal Pradesh through the Brahmaputra’s tributaries faster than early warning systems could translate into evacuation.
And alongside the flooding, something stranger was happening simultaneously: Assam recorded a 28 per cent rainfall deficit in June, with dry spells and scorching temperatures parching agricultural fields in parts of Upper Assam, prompting the state assembly to acknowledge an emerging drought crisis in the same session where it was debating flood relief. Flood and drought: occurring in the same state and the same month, this paradox dominated the recent legislative debate. That is the weather Assam is now living inside.

The state has always been flood-prone; nearly 40 percent of its land area is classified as such, almost four times the national average. Major floods were documented in 1954, 1962, 1972, 1977, 1984, 1988, and 1998. Those years were landmarks because they stood out from the ordinary. Between them were the normal monsoons, difficult but navigable, the ones that filled the beels and fed the paddy and receded on schedule. What has changed since the late 2010s is that the landmark years have stopped being landmarks.
The floods of 2018, 2020, 2021, 2022, 2024, and now 2026 have arrived with the regularity of a season unto themselves. The number of people affected by Assam floods surged from 860,000 in the 1950s to over 4.5 million in the early 2000s. Economic damages have increased more than 120-fold over the same period. The toll peaked in 2022 at 181 deaths in a single year, the highest in a decade, in a season when Assam recorded 327 percent excess rainfall against its normal figures.

Partha Jyoti Das, head of climate and water hazards at conservation organisation Aaranyak, captured the shift precisely: there was a predictability to the flooding which is now absent. New areas in Dima Hasao and Karbi Anglong that had never experienced floods before began flooding. The flash flooding that now arrives suddenly and recedes violently is more dangerous than the old slow rise precisely because it gives no time for the adaptive responses that generations of valley living had built into muscle memory.
But here is the part of the story that the river cannot be blamed for. On April 19, 2026, when 117 mm fell on Guwahati in one hour, the Brahmaputra did not flood the city. Guwahati flooded itself. The city’s drainage system, built for a population and a rainfall intensity that no longer describe the city it serves, simply could not move the water fast enough. Drains are clogged with plastic and silt backed up.
Natural storm water channels that once carried rainwater efficiently toward the river had been narrowed, built over, or converted into open sewers over decades of unplanned urban growth. Deepor Beel, Silsako Beel, and Borsola Beel, The city’s natural water storage systems, which once absorbed exactly this kind of sudden rainfall and released it slowly, have been steadily shrinking under encroachment and construction pressure.

Guwahati covers approximately 219 square kilometres and now houses more than 12 lakh people, a sixfold increase since the 1960s. The average elevation of the city sits at around 49 metres above mean sea level. The average riverbank level of the Brahmaputra stands higher, at about 51 metres.
The danger level of the Brahmaputra at Guwahati is 49.68 metres, which means a significant portion of the city already lies at or below flood-risk elevation before a single drop of rain falls. When the river rises and heavy rain strikes simultaneously, the rainwater has almost nowhere to drain. On July 8, 2026, another heavy downpour submerged Maligaon, Ambari, Rajgarh, Lamb Road, Kahilipara, Lokhra Road, Boragaon, Silpukhuri, and Chandmari. Waterlogging was reported beneath the Jorabat flyover on NH-27. Roads remained submerged for hours. The Sentinel’s editorial that week was titled, with an economy that said everything: Drains, Not Flyovers.
Residents across the affected localities had been saying exactly that for years. Despite crores of rupees spent annually on desilting, drainage improvement, and flood mitigation projects, the recurring waterlogging comes back the same way every season, which tells you something about either the quality of the execution or the scale of the problem relative to the investment, or both. In 2024, both Guwahati Railway Station and Lokpriya Gopinath Bordoloi International Airport went under water. Trains were delayed, flights cancelled. No permanent improvements followed. The city has been flooding since the 1950s and is still waiting for a drainage system designed for what it has actually become.

What the Rain Is Saying, If We Choose to Listen
Climate change is part of this story and it would be dishonest to leave it out. El Niño-driven weather pattern shifts, rising temperatures in the Tibetan plateau where the Brahmaputra originates, and increased atmospheric moisture loading have all contributed to the intensification of extreme rainfall events even as total annual precipitation in some parts of Assam has shown declining trends.
The Brahmaputra basin already records annual rainfall ranging from 1,400 mm to 6,000 mm depending on location. When extreme events become more frequent and more concentrated in shorter windows, that range does not average out gently. It spikes, and it spikes onto a city that has been methodically reducing its own ability to absorb what comes down.

The wetlands that once functioned as the city’s natural drainage infrastructure have shrunk significantly. The rivers that were meant to carry rainwater out have been narrowed by encroachment and choked by the pollution that decades of unmanaged sewage have produced the Bharalu, as anyone who has stood beside it recently knows, cannot do the drainage work it was built by geography to do.
The trees that once slowed surface runoff on hillsides and along riverbanks have been removed at a scale the numbers make stark: over 7,000 in Guwahati in 2023 alone, 94,000 across Assam between 2020 and 2024 for highway expansion. Every root system taken out of a slope is a small reduction in the land’s capacity to hold the water that falls on it. Multiplied across two decades, it is no longer small.
Assam has a long literary tradition of writing rain as something alive, something that arrives with intention and meaning. The monsoon in the Assamese imagination has always carried weight beyond meteorology. That relationship assumed certain constancy in the rain itself, and a certain constancy in the landscape it fell on. Both have been changing, one driven by a climate system that no single city can control, and the other by choices made right here, in the planning offices and municipal budgets and infrastructure priorities of a city that has spent the last two decades building flyovers over the neighbourhoods that are now, every June, going underwater.
The rain is not new. The scale of what it does when it arrives is. And the difference between the 1988 flood that the Brahmaputra made and the 2026 flood that Guwahati made for itself is not a meteorological difference. It is a political one.
