How Prepared Are We, Really? Assam‘s Climate Promises Meet Its Worst Flood in decades

In Sonari, ration shops that families relied on all year are sitting under silt. In Sivasagar, more than two lakh farm animals – cows, goats, and over a lakh poultry birds – have been swept into floodwater that was never supposed to reach this far. In Jorhat, close to a hundred schools have mud lines on their walls where the water sat for days. This is not the flood Assam has learned to live with. This is a different one.
Over 6.78 lakh people were affected, and more than 75 lives had been lost – a number that kept climbing through the week. Nearly every major river in Upper Assam was flowing above the danger mark.

A Flood That Broke the Map
Assam’s flood story has always centred on the Brahmaputra’s usual path and its familiar list of flood-prone districts – mostly in Lower and Central Assam. This time, the water came from somewhere else. But floodwater this time didn’t follow the Brahmaputra’s usual route at all – it came in from multiple directions at once, catching everyone off guard. Chief Minister Himanta Biswa Sarma put it more simply: places like Nazira, Charaideo, and Titabor had genuinely never seen flooding like this before.
That single fact matters more than it sounds. A district with no flood history has no flood shelter built, no trained community response team, no habit of moving the grain sacks up before the water reaches the door. When a flood is unfamiliar, everything about facing it has to be improvised, in the middle of the emergency, by people who are also trying to save their homes and their animals.
What Actually Happened, Hour by Hour
Early reports blamed a cloudburst over Mon district in Nagaland. IMD Nagaland later called that inaccurate, and the rainfall records back them up. On July 18 and 19 – the two days the cloudburst claim was built around – Mon recorded exactly zero millimetres of rain. Not light rain. None. The real story was unfolding roughly a hundred kilometres to the west, in Wokha and Mokokchung.
On July 19, Mokokchung received 127.5 mm of rain in a single day, against a normal of just 14.3 mm for that date – nearly sixteen times what the district should expect. A day earlier, it had received less than a millimetre. Wokha moved the same way: almost nothing on the 18th, then 157 percent above normal on the 19th, then 360 percent above normal on the 20th. This wasn’t a burst over one town. It was an upper-air circulation that settled over an entire belt of already-soaked hills and simply refused to move for three days straight.
Charaideo, just across the border in Assam, tells the same story from the receiving end. On July 18, the district was actually running dry – 72 percent below its normal rainfall for the date. Then, on July 19, it recorded 161.5 mm against a normal of 10 mm – more than fifteen times what the day should have brought. Sivasagar and Jorhat swung the same way, from roughly three-quarters below normal on the 18th to 200–350 percent above normal by the 19th and 20th. Golaghat’s swing was the sharpest of all: 92 percent below normal on the 18th, then 950 percent above normal on the 20th – essentially ten times what the date usually sees.
Here’s the detail that’s easy to miss in all these extreme numbers, and it’s the one that matters most: even after these spikes, the season-to-date rainfall in Jorhat, Sivasagar, and Golaghat was still running 19 to 28 percent below normal for the year. These districts hadn’t spent weeks under heavy monsoon rain. They’d been dry. And then, in about 48 hours, the sky delivered what felt like a season’s worth of extremes all at once.

Two things explain why a couple of days of rain could do this much damage. First, geography – the hills feeding these districts are steep, and the rivers draining them, the Dikhow, the Disang, the Jhanji, the Dhansiri, are short. Water that falls in the Naga Hills doesn’t take days to reach Assam’s plains the way a Brahmaputra flood usually builds. It can arrive within hours.
Second, and this is the part worth sitting with: the numbers show this wasn’t really an Assam rainstorm at all. It was Assam receiving someone else’s runoff. Local rain over Jorhat and Sivasagar was still below normal for the season even as their rivers broke every bank they had. The flood came from upstream, not from the sky above these towns.
The El Niño Paradox
This is where the science gets counterintuitive, and worth understanding clearly. The World Meteorological Organization had been warning for months that a strong El Niño was building, and that it would raise the odds of both drought and extreme rainfall in different parts of the world.
El Niño usually suppresses India’s monsoon overall, and this year’s forecast did predict below-normal rainfall nationally. But Northeast India was flagged as the one region likely to be spared that deficit, because its rain depends less on the big Pacific-linked monsoon system and more on moisture piling up against the hills.
The rainfall data shows exactly what that looks like on the ground: a season running dry for weeks, and then a short, violent, geographically narrow burst – intense enough to overwhelm rivers, embankments, and drainage systems built for “normal,” not for a single day at nine or ten times normal. A “dry year for India” and a catastrophic, concentrated deluge in Upper Assam aren’t a contradiction. They’re two sides of the same shifting climate.
None of this happened in a vacuum, either. Years of dam activity, mining, and deforestation across the border hills have worn down the land’s natural ability to soak up heavy rain. When a burst like this one lands on hillsides already stripped of much of their absorbing capacity, more of it runs straight off instead of sinking in – turning an extreme rainfall event into an even more extreme flood downstream.

What the Climate Plan Actually Promised
This is the part that deserves honest scrutiny. Assam has a detailed, well-funded climate action plan – the Assam State Action Plan on Climate Change 2021–2030 – and it isn’t short on ambition for exactly this kind of disaster.
On money: the state has already put real resources behind flood defence. Around ₹4,454 crore has gone into fortifying embankments along the Brahmaputra. Another ₹694 crore was earmarked for the Brahmaputra Flood Control Project. NABARD funded 53 flood-management and erosion-control schemes worth ₹100 crore in a single year. There’s a further ₹47 crore national hydrology project meant to sharpen flood forecasting.
On what’s been built so far: by 2019–20, Assam had constructed close to 4,487 km of embankments, over 1,100 anti-erosion and town-protection works, and nearly 900 km of drainage channels. A Flood Early Warning System exists. Trained flood volunteers, called Aapada Mitra, are active in 18 districts. There’s a district-level flood hazard mapping system built with satellite data.
On what was promised for the years ahead: the plan set a target of fortifying or building 925 more kilometres of embankment – by 2026. This year. It also promised a flood forecasting system accurate enough to give a one-day warning with 70 percent reliability, and it flagged 115 of the most erosion-prone river stretches for priority protection work.
Here’s the uncomfortable part. Of the three flood shelters the plan proudly listed as built, none were in Sivasagar, Charaideo, or Jorhat – they were in Majuli, Lakhimpur, and Barpeta. The plan’s own risk model, which ranks every district by vulnerability, rated Sivasagar as only “moderate” risk and Charaideo as “low” risk. Those two districts turned out to be the worst-hit places in the entire state this July. The plan wasn’t empty — it was simply looking somewhere else.

What This Flood Actually Cost, District by District
The government’s own flood bulletin, filed as the water was still receding in late July, gives a sense of what these numbers mean on the ground.
In Sivasagar, the worst-affected district, over 1.44 lakh people were hit directly. More than 2 lakh animals were caught in the flood – cows, goats, and roughly 1.39 lakh poultry birds – and nearly 23,000 of them, most of them poultry, were washed away entirely. Over 13,400 hectares of standing crop went under water. Close to a hundred houses were destroyed outright, and hundreds more damaged. In just one block, Amguri, 94 schools were reported damaged.

In Charaideo, the district with no flood memory at all, close to 1.9 lakh people were affected – the highest of any district in this flood. Almost 17,650 hectares of crop was lost, more than anywhere else. And in a detail that says everything about what “granary damage” really means for a family: 16 Fair Price Shops – the ration shops that carry a household’s monthly food supply – were damaged across just three villages.
In Jorhat, close to 75,000 people were affected. Around 21,400 animals were caught in the flood, including over 16,000 large livestock. Nearly 90 houses were destroyed. And the toll on schools was the heaviest of the three districts – in the Teok area alone, 23 elementary schools, 3 secondary schools, and 32 Anganwadi centres were damaged, meaning thousands of children in this one block lost their classrooms, sometimes for weeks.
Across the flood zone as a whole, over 37,000 hectares of crop went under water, over 2,56,000 animals were affected, and nearly 27,000 of them didn’t survive it.
These aren’t just statistics. They’re a season’s income for a farmer, a family’s protein source, a child’s school year, and a village’s food security – all lost within about 72 hours, in districts that had no plan for this because no one thought they needed one.

The Real Gap Isn’t Money. It’s Where We Put It.
This is the point worth sitting with, for government, for policymakers, and for the grassroots organisations that work in these communities all year round – not just when the water rises.
Assam hasn’t been short on climate policy or climate funding. What this flood exposed is a mismatch between where preparedness has been built and where the next disaster actually strikes. Flood shelters, trained volunteers, early warning systems, resilient housing – all of it has been concentrated, understandably, in Assam’s known flood belt. Sivasagar, Charaideo, and Nazira were, until this July, essentially off that map.
The fix isn’t to simply extend the old flood-preparedness template to new districts after they’ve already suffered their first big flood. It’s to treat preparedness as something that lives permanently in every community – not something that gets built only after a place has earned its place on the risk map through tragedy. The organisations that do livelihood work, adaptive farming, and community capacity-building all year long, quietly, without headlines, are exactly the ones who can carry this. Their work needs to be counted as disaster preparedness in its own right, not something separate from it.
A Model Already Working Elsewhere
Assam doesn’t need to invent this from scratch. Odisha and Telangana are already showing what continuous, rather than reactive, resilience-building looks like. Under the UN Joint Programme on Climate Change and Migration, Odisha supports adaptive agriculture and safe migration pathways for climate-vulnerable households – treating displacement as something to plan for, not just react to. Telangana runs similar work under the same programme, building household-level skills and adaptive capacity so families facing climate stress have real choices, instead of being forced into unplanned, risky migration when disaster hits.
What both states share is simple: resilience is funded and staffed as ongoing development work, all year, with disaster response as one part of that work – not the whole of it.

The Question That Matters Now
Assam’s most flood-familiar districts are, in a strange way, its best-prepared ones. That should worry us more than the flood itself. Climate change is expanding the map of who is vulnerable faster than our institutions are keeping up. The next “unprecedented” flood, wherever it lands, won’t send a warning first. It rarely does.
So – how prepared are we, really? Prepared for the disasters we’ve already lived through. Still catching up to the ones we haven’t. Closing that gap means treating granaries, livestock shelters, schools, water safety, and local response capacity as year-round priorities in every district -not emergency line-items reserved for the places history has already scarred.
