India Climate Cooling Summit to Advance National Strategies for Managing Escalating Climate Risks

High-level New Delhi dialogue will examine extreme heat, Himalayan glacier loss, monsoon disruption, and science-based climate-cooling solutions

NEW DELHI, August 4, 2026 — Senior policymakers, scientists, industry leaders, philanthropists, civil-society representatives, and international climate experts are gathering today at the India Habitat Centre for the India Climate Cooling Summit 2026.
Convened by the Healthy Climate Initiative, the invitation-only Summit seeks to position India as a global leader in advancing practical, science-based strategies to reduce extreme climate risks while supporting long-term sustainable development.
The Summit will strengthen collaboration, inform policy, identify research and investment priorities, and explore pathways for greater climate resilience in India and across the Global South.

“India is already experiencing the human, economic, environmental, and national-security consequences of a rapidly warming world,” said Dr. Soumitra Das, Chairman and Executive Director of the Healthy Climate Initiative. “Rapid emissions reductions and stronger adaptation remain essential, but they may not be sufficient to prevent severe near-term damage. We must responsibly examine every credible, science-based option that could help protect lives, livelihoods, food and water systems, ecosystems, and future generations.”
Global temperatures have reached unprecedented levels. The World Meteorological Organization confirmed that 2024 was the warmest year on record, approximately 1.55°C above the 1850–1900 pre-industrial average.
The United Nations Environment Programme estimates that policies currently in place could result in approximately 2.8°C of global warming during this century. Every additional fraction of a degree increases the risks of extreme heat, crop losses, water scarcity, flooding, destructive storms, ecosystem damage, displacement, economic disruption, and public-health emergencies.

The urgency was further underscored in a 2025 joint scientific call issued by the German Meteorological Society and the German Physical Society. The two leading scientific organizations warned that evidence suggests global warming is accelerating and that a rise of 3°C above pre-industrial levels by around 2050 cannot be ruled out. Such a trajectory could overwhelm the capacity of many countries and communities to adapt.
India is particularly vulnerable because of its large population, climate-sensitive agricultural economy, dependence on the monsoon, rapidly growing cities, extensive coastline, and reliance on Himalayan river systems.

The Summit will focus on:
• Extreme heat and its impacts on health, worker productivity, cities, energy systems, and vulnerable communities;
• Monsoon instability and its effects on agriculture, food production, water security, and rural livelihoods;
• Flooding, cyclones, extreme rainfall, and rising risks to coastal communities and infrastructure;
• Himalayan glacier loss, glacial-lake outburst floods, changes in river flows, and long-term water insecurity; and
• The wider consequences of climate disruption for economic development, migration, national security, and geopolitical stability.
The Summit recognizes that rapid emissions reductions, adaptation, disaster preparedness, ecosystem protection, and carbon-dioxide removal must remain central to climate policy. It will also examine whether carefully governed climate-cooling research could complement these efforts by helping reduce near-term climate risks.
Approaches under discussion include localized cooling and glacier protection, Marine Cloud Brightening, and Stratospheric Aerosol Injection. Participants will consider the scientific evidence, potential benefits, uncertainties, environmental and societal risks, governance safeguards, research priorities, and requirements for international cooperation.

Participants will examine the case for an integrated India Climate Cooling and Risk-Reduction Framework that brings together mitigation, adaptation, carbon removal, localized protection, climate-cooling research, and national resilience.
The Summit will also explore how India could help convene a first-mover coalition of climate-vulnerable countries to cooperate on climate science, risk assessment, governance, financing, public engagement, and international diplomacy.
Expected outcomes include a Summit Summary, policy and research recommendations, priorities for responsible governance and investment, and the development of a continuing network of Indian and international experts and institutions.
