In a critical summit aimed at addressing the ongoing conflict in Ukraine, several key global powers notably refrained from endorsing the final communique, which emphasizes the territorial integrity of Ukraine in the face of Russia’s invasion.

This significant event took place in the serene Swiss resort of Bürgenstock, attracting participation from over 90 countries and international organizations.

However, the absence of signatures from influential nations like Brazil, India, Saudi Arabia, South Africa, and others underscores the complexities and geopolitical tensions surrounding the issue.

Summit Overview : The summit, which concluded after two days of intensive discussions, was marked by Ukraine’s President Volodymyr Zelenskiy’s cautious optimism. Despite the absence of a unanimous endorsement, Zelenskiy highlighted the event as a “first step toward peace.” He acknowledged the hesitancy of certain nations, attributing it to ongoing global balancing acts and the divisive tactics employed by Russia. The final communique remains open for accession to any nation that respects the United Nations Charter.

Participation and Absentees : While the summit saw broad participation, the conspicuous absence of Russia and the decision of China to decline an invitation were notable. Western diplomats had tempered expectations before the event, emphasizing that its importance lay as much in who attended as in the outcomes achieved. Delegates from Europe, the United States, and their allies formed the core of the participants, but representatives from Latin America, the Middle East, Africa, and Asia also played crucial roles.

Despite the high hopes, several significant nations did not endorse the communique. Countries like Saudi Arabia, India, South Africa, Thailand, Indonesia, Mexico, and the United Arab Emirates participated but refrained from signing the final document. Brazil attended with observer status and similarly did not sign. On the other hand, Turkey, which has maintained close ties with Russia while positioning itself as a mediator, did endorse the communique. Other signatories included Argentina, Iraq, Qatar, and Rwanda.

Content of the Communique : The communique, endorsed by over 80 countries and major international organizations, firmly upheld the principles of the UN Charter, emphasizing the importance of territorial integrity and sovereignty in achieving a lasting peace in Ukraine. The document condemned the use of nuclear threats and called for an end to attacks on civilian ports and merchant ships, stressing that food security must not be weaponized. It also demanded the release of all prisoners of war and the return of unlawfully detained Ukrainian civilians, including children.

Reactions and Statements : Ursula von der Leyen, President of the European Commission, expressed that achieving peace in Ukraine would require time and sustained effort, underscoring the challenges posed by Russian President Vladimir Putin’s demands. Prior to the summit, Putin had insisted that Ukrainian troops withdraw from four eastern regions and abandon NATO aspirations—conditions deemed unacceptable by Kyiv.

China’s absence at the summit was particularly highlighted by Zelenskiy, who pointed out China’s significant influence over Russia and expressed hope that Beijing could play a positive role in seeking peace. “China is a very serious state with substantial economic and political influence on Russia. I believe that China could help us,” Zelenskiy stated.

Challenges and Next Steps : The summit did not delve into specifics of a postwar settlement or Ukraine’s aspirations to join NATO, reflecting its modest aims. Swiss President Viola Amherd, the event’s host, emphasized that the broad agreement on the final document demonstrated the power of diplomacy.

Zelenskiy also briefed reporters on the military situation, noting a stabilization in the Kharkiv region amidst ongoing Russian bombardments. He stressed the continuous need for Western military aid, acknowledging that while significant support has been received, more is required to secure victory.
