The Climate Finance Gap
The world is facing interconnected crises of climate change, biodiversity loss, and ecosystem degradation. Rising temperatures, extreme weather events, declining biodiversity, and the deterioration of forests, rivers, and watersheds threaten ecological stability and human well-being. Addressing these challenges requires substantial investments in climate mitigation, adaptation, restoration, and resilience-building. Yet despite growing commitments, climate finance remains far below what is needed.

A key challenge is that existing financial mechanisms often fail to reach the landscapes and communities most vulnerable to environmental risks. Funding is largely concentrated in large-scale infrastructure and carbon-focused projects, while local ecosystems and community-led initiatives struggle to access resources. Complex procedures, limited technical capacity, and high transaction costs frequently exclude grassroots actors.
As a result, many of the world’s most valuable ecosystems-including forests, wetlands, mountain landscapes, and biodiversity hotspots-remain underfunded despite providing essential services that sustain economies and societies. Bridging this gap requires a new approach to how capital is mobilized, allocated, and measured.
Naturenomics™: Valuing Nature as Capital
Naturenomics™, developed by the Balipara Foundation in Assam, is built on a simple premise: nature is capital, not charity. Traditional economic systems often treat forests, rivers, soils, and biodiversity as free resources, ignoring their true contribution to economic and social well-being.
Healthy ecosystems provide critical services that support human prosperity. Forests store carbon, regulate water flows, and support biodiversity. Wetlands reduce flood risks and improve water quality. Healthy soils enhance agricultural productivity, while pollinators contribute significantly to food production. Yet these benefits are rarely reflected in conventional economic accounting.
Naturenomics™ seeks to align financial decision-making with ecological realities by recognizing the value of natural capital and ecosystem services. It encourages investments that strengthen natural systems while generating economic opportunities and social benefits. In this framework, conservation is not a cost but a long-term investment that delivers resilience, livelihood security, and sustainable growth.
Rethinking Climate Finance Beyond Carbon
Climate finance has traditionally focused on reducing greenhouse gas emissions. While
carbon mitigation remains essential, a carbon-centric approach alone cannot address thebroader environmental challenges facing communities and ecosystems.
Climate resilience depends equally on biodiversity conservation, watershed protection, ecosystem restoration, and sustainable land management. Increasing evidence shows that landscape-based approaches can deliver multiple benefits simultaneously. Restoring degraded watersheds, for example, can improve water security, increase carbon sequestration, reduce disaster risks, and strengthen local livelihoods. Similarly, sustainable forest management can support biodiversity while enhancing income opportunities and climate adaptation.
The challenge is to move beyond fragmented, project-based interventions toward integrated investments that generate measurable outcomes for climate, nature, water, and communities at the same time.
Communities at the Center of Climate Action&Opportunities for the Eastern Himalaya
Indigenous peoples, local communities, farmers, and grassroots institutions have managed natural capital for generations. Through traditional knowledge and stewardship practices, they have protected some of the world’s most biodiverse and ecologically significant landscapes. Research shows that community-managed ecosystems often achieve conservation outcomes comparable to, or even better than, formally protected areas.
Despite their important role, local communities receive only a small share of global climate and nature finance. Most funding mechanisms are designed for governments, development banks, and large organizations, creating barriers for community-led initiatives. Supporting community leadership is therefore not only a matter of equity but also essential for achieving long-term conservation and climate resilience.
The Eastern Himalaya presents one of the world’s most significant opportunities for nature-positive climate finance. Spanning India, Bhutan, Nepal, Myanmar, and China, this global biodiversity hotspot provides vital ecosystem services, including freshwater security, carbon storage, climate regulation, and soil conservation.
However, the region faces growing threats from climate change, ecosystem degradation, biodiversity loss, infrastructure expansion, glacial retreat, and changing rainfall patterns. These pressures place both ecosystems and communities at risk.
At the same time, they create opportunities for innovative financing solutions. Investments in landscape restoration, watershed management, regenerative agriculture, community forestry, biodiversity conservation, and sustainable livelihood enterprises can generate multiple benefits. Forest restoration can improve biodiversity, strengthen wildlife connectivity, enhance water security, and increase carbon sequestration. Community-led conservation, ecosystem service payments, agroforestry, and ecotourism can create income while supporting environmental stewardship.
The Eastern Himalaya demonstrates how climate finance can simultaneously advance environmental conservation and community development, making it an ideal landscape for applying Naturenomics™ principles.

Towards a Nature-Positive Economy
A nature-positive economy recognizes that environmental sustainability and economic development are mutually reinforcing. Healthy ecosystems provide the foundation for resilient communities, productive economies, and long-term prosperity.

The transition to a nature-positive economy requires a new way of thinking about value, resilience, and development.
The future of climate finance will be measured not by the volume of funds deployed but by its ability to create lasting value for both people and nature. As climate and biodiversity challenges become increasingly interconnected, financing models must evolve from isolated projects to integrated investments in resilient landscapes and thriving communities.
