RUSSIAN WAR CRIMES AND HUMAN RIGHT VIOLATIONS IN THE WAR AGAINST UKRAINE, till November 04, 2022
Summary update as of November 04, 2022
The use of weapons of mass destruction against civilians is a crime against humanity and a violation of the four Geneva Conventions of 1949.
By killing civilians, the aggressor’s forces continue to commit crimes against humanity as defined by the Statute of the International Military Tribunal and the Rome Statute of the International Criminal Court, cynically disregarding all the requirements of the Geneva Convention relative to the Protection of Civilian Persons in Time of War. According to these norms, deliberate attacks on civilians who are not directly involved in hostilities are equated to war crimes.
The taking of civilian hostages is a direct violation of Articles 3 and 34 of the Geneva Convention with regard to the Protection of Civilian Persons in Time of War, Article 9 of the International Covenant on Civil and Political Rights and Article 5 of the European Convention on Human Rights.
As of November 04, 2022, since the beginning of the Russian invasion of Ukraine, 430 children have died and more than 826 children have been injured. Due to the active hostilities in affected regions, there is no possibility to inspect the areas of shelling and destruction.
In Ukraine, 9 civilians were killed in the past day on November 03, and 16 more were injured. This was announced by the deputy head of the Office of the President of Ukraine Kyrylo Tymoshenko based on the data of the regional military administrations.
Russia continued to carry out systematic terrorist attacks on the civilian and energy infrastructure of Ukraine. Today, one of the enterprises of DTEK Energo was once again affected by Russian missile attacks. As noted, this is already the 12th attack on DTEK Energo energy enterprises in the last month.
Donetsk and Luhansk Region
On November 3, the Russians killed 8 civilians in Donetsk region. This was reported by the head of the Donetsk regional military administration, Pavlo Kyrylenko.
In addition, law enforcement officers discovered the body of one more civilian, killed by the Russians during the occupation, in Krymki. Another 14 people in the region were injured during the day.
In particular, Russian troops launched a missile attack on Pokrovsk in Donetsk region last night. They launched six missiles at the peaceful city, damaging at least 21 houses and a school building. As a result of the shelling, one resident died, and six others were injured.
Insurgents shelled 16 settlements in the Donetsk region over the past day. This was reported by the Ministry of Internal Affairs of Ukraine. Donetsk police is documenting the consequences of 32 Russian shellings over the past day.
It is clarified that the Russian troops used the “Grad” and “Smerch” MLRSs, tube artillery, mortars, tanks, as a result of which 57 civilian objects and 41 infrastructure objects were destroyed and damaged.
In the temporarily captured village of Pisky, Luhansk region, the Russian occupiers kidnapped and took away about 30 citizens to an unknown destination. This was reported by Luhansk regional military administration.
Kharkiv and Region
During the day, the Russian occupiers shelled three districts of the region. In Kupiansk, part of a residential building and an administrative building of a farm burned down due to shelling. Occupants also hit a private house in the Savyntsi community of the Izium district.
In Izium itself, a 69-year-old man was blown up by a mine the day before. He was hospitalized with moderate injuries.
Mykolaiv and Region
On the night of Friday, November 4, Russian troops launched a missile attack on Mykolaiv. The Russian invaders hit the city with S-300 missiles. This was announced by the mayor Oleksandr Sienkevych. As a result of the enemy attack, the warehouse was destroyed and the fire broke out in another one. The administrative building and cars parked nearby were also damaged.
As of November 4, since the beginning of the Russian invasion, 13,066 (+41 per day) civilian objects were partially or completely damaged in the Mykolaiv region.
Of them:
– housing stock objects – 8324 (+15); 8309 – medical institutions – 92;
– educational institutions – 387;
– cultural institutions – 183;
– facilities of industrial enterprises – 186;
– life support facilities: gas – 983, electricity – 770, water – 30, heat supply – 96;
– other non-military objects – 2015.
6,645 consumers are without gas supply.
Electricity supply, water supply, and drainage were stopped in 89 settlements.
Dnipro and Region
In the period from October 28 to November 4, a woman died in Dnipro region due to enemy shelling. Three more people — two women and a man — were injured. All of them are from the Nikopol district. This was announced by the head of the Dnipro Regional Council, Mykola Lukashuk. From October 28, there was not a single day in Nikopol region without enemy shelling.
Lukashuk said that since the beginning of the full-scale military invasion of the Russian Federation into Ukraine, 159 people have died in the Dnipro region due to the armed aggression of the invaders, six of them are children.
As a result of shelling by Russian troops of the Chervonohryhorivka community of the Dnipro region, houses and an electric transmission line were damaged, and the water supply was also cut off. 15 houses, a power line, and a gas pipeline were damaged in the community. Also, 3,000 residents have been disconnected from the water supply.
The Nikopol district is one of those districts of the Dnipro region that is subject to regular shelling. More than 500 high-rise buildings and about 1,300 private houses have been damaged or destroyed in the area due to constant enemy attacks, Mykola Lukashuk said.
Kherson and Region
Today, November 4, law enforcement officers found the bodies of three civilians shot by the occupiers in the de-occupied urban-type village of Vysokopillya of Beryslav district. This was reported by the Kherson Regional Prosecutor’s Office. At the moment, the investigation believes that three civilians were shot by Russian army fighters. After that, the invaders buried their bodies not far from private houses.
The National Police of the Kherson Region records new crimes committed by the occupiers against the civilian population. Russian troops once again fired artillery, tanks and mortars at the front-line and de-occupied settlements of the Beryslav district, causing casualties and injuries. It is noted that private houses, garages, cars, shops were destroyed, and roads were damaged.
Sumy and Region
The Russian army shelled a border village in the Bilopillia community of the Sumy region for an hour. At least 3 residential buildings and four more commercial premises were damaged. This was announced by the head of the Sumy regional military administration, Dmytro Zhyvytskyi.
Zaporizhzhia and Region
Russian troops attacked populated areas of the Zaporizhzhia district with S-300 missiles at night, the head of the regional military administration, Oleksandr Starukh, said. As a result of hitting one of the missiles, a gas pipeline in an open area was damaged.
