The Gokyo Mandate 2026: How Indigenous Himalayan Knowledge Is Reshaping Global Climate Policy Before It’s Too Late

At 4,750 metres above sea level, where the science of glaciology meets the lived wisdom of Sherpa and Rai elders, a landmark declaration is rewriting the rules of climate adaptation for the world’s most vulnerable mountain communities

On April 21, 2026, at the edge of the Ngozumpa Glacier – Nepal‘s largest, and one of the most rapidly retreating bodies of ice on the planet – a coalition of glaciologists, policymakers, and indigenous community leaders signed the Gokyo Climate Declaration 2026.
The gathering was not merely symbolic. It represented a formal and consequential pivot in how the “Third Pole” – the Hindu Kush Himalaya (HKH) system, which stores more freshwater than any region outside the Arctic and Antarctic – is governed, studied, and defended.
For decades, climate science in this region has flowed in one direction: from satellite imaging and ice-core laboratories down to the communities living on glacier-fed rivers below. The Gokyo Mandate reverses that current. It insists, with both moral clarity and empirical justification, that the people who have inhabited these landscapes for generations carry ecological knowledge that no remote sensor can replicate – and that this knowledge must be formally integrated into adaptation policy before the window for meaningful action closes.
The Numbers Behind the Declaration
The scientific context for the Gokyo Mandate is unambiguous and alarming. According to the WMO State of the Global Climate 2025 and the ICIMOD Glacier Outlook 2026, the Hindu Kush Himalaya region has lost approximately 21% of its glacier area in the Ganga basin and 16% in the Brahmaputra basin since 1990. The Eastern Himalaya, where the Ngozumpa sits, is warming at roughly 0.3°C per decade – a pace that consistently exceeds the global average and that climate scientists attribute to a phenomenon called Elevation-Dependent Warming (EDW), whereby higher altitudes warm faster than lower ones, creating a compounding effect across the most glaciated terrain on Earth.
The hydrological consequences are already irreversible in meaningful respects. The year 2025 was the second warmest on record globally, registering 1.43°C above pre-industrial levels. In the 2024–2025 hydrological year, glaciers across the HKH lost a record 1.3 metres of water equivalent – the unit glaciologists use to express ice loss in terms of the liquid water it represents. Of the roughly 78% of HKH glacier area that lies between 4,500 and 6,000 metres – precisely the elevation band where the Sherpa and high-altitude Rai communities live and cultivate – warming is accelerating fastest.
Perhaps most immediately dangerous is the proliferation of glacial lakes. As glaciers retreat, they leave behind depressions that fill with meltwater, creating unstable bodies held in place by ice dams and unconsolidated moraine. The number of potentially dangerous glacial lakes across Nepal and Bhutan has increased by 34% in just five years, according to ICIMOD’s 2026 monitoring data. A Glacial Lake Outburst Flood (GLOF) – the sudden, catastrophic release of a glacial lake’s contents – can discharge millions of cubic metres of water and debris within minutes, destroying infrastructure and livelihoods across entire river valleys with virtually no warning. The Khumbu region, home to many of the communities at the centre of the Gokyo Mandate, lies downstream of several such high-risk lakes.
The data makes the stakes concrete. The Ganga basin’s 21% glacier loss since 1990 is not merely an environmental statistic – it represents a fundamental restructuring of freshwater availability for hundreds of millions of people downstream, from the high-altitude communities of the Khumbu to the farmers of the Indo-Gangetic plains. The Brahmaputra basin’s 16% loss similarly reverberates through the ecology and agriculture of Assam and Bangladesh. And the 34% rise in dangerous glacial lakes across Nepal and Bhutan in five years – now crossing what ICIMOD estimates as the threshold beyond which systematic GLOF management becomes critically urgent – makes the Gokyo Mandate’s timing less a matter of ambition than of arithmetic.

What the Mandate Actually Proposes
The Gokyo Declaration is structured around nine pillars, but its philosophical centre of gravity can be expressed in one sentence: no adaptation strategy designed without the people who have lived on the frontlines of this landscape for generations can claim to be either just or effective.
The first and most symbolically significant pillar is the formal recognition of Traditional Ecological Knowledge as a co-equal partner to scientific data in climate monitoring and decision-making. This is not a soft cultural concession – it is an epistemological claim backed by growing evidence. Sherpa and Rai communities possess what the Declaration terms “long-term ecological memories”: generational observation of glacial behaviour, biodiversity indicators, and microclimate patterns accumulated over timescales that no satellite archive can match.
While remote sensing can detect the area of a glacial lake from orbit, it cannot register the acoustic changes in glacier ice that experienced herders have learned to read as precursors to instability. While species distribution models can project the range shift of the Himalayan Tahr, they cannot capture the centuries of observation encoded in the phenological knowledge of when specific rhododendron species bloom – knowledge that indigenous communities understand as a proxy indicator for broader ecosystem disruption.
The mandate’s second major pillar is a rights-based approach to climate justice. The Khumbu region is experiencing something that rarely makes headlines in the way that coastal flooding or Saharan desertification does: the slow economic asphyxiation of communities whose traditional livelihoods – high-altitude animal husbandry, terraced cultivation, transhumance – are becoming untenable as pastures contract, snowlines shift, and growing seasons become erratic. The Declaration calls for legal reform of environmental frameworks across the “Third Pole” countries, from Afghanistan to Myanmar, to ensure that marginalised mountain communities hold enforceable rights over their land, water, and natural resources – not as beneficiaries of conservation policy but as rights-holders.

On the practical side, the Mandate proposes climate-resilient agricultural systems that combine indigenous seed-saving practices – varieties developed over centuries for altitude, cold tolerance, and drought resistance – with carefully adapted modern techniques including protected hydroponics. It advocates for community-owned micro-renewable energy grids that can solve the region’s acute energy poverty without the environmental and displacement costs of large-scale hydroelectric infrastructure. And it calls for the development of an Integrated Early Warning System (IEWS) that blends IoT sensor networks with community-led observation protocols, so that GLOF alerts reach the people downstream with enough time to matter.

Why Good Science Alone Cannot Save the Third Pole
Perhaps the most concrete and actionable finding of the Gokyo Mandate concerns money. Currently, less than 10% of global climate finance reaches local indigenous communities – a figure that represents a profound structural failure in how the international climate architecture operates. The Green Climate Fund, the Adaptation Fund, and the Loss and Damage mechanisms established at COP27 and COP28 all nominally exist to channel resources to the most vulnerable. In practice, the bureaucratic requirements for accessing those funds – national government endorsement, fiduciary frameworks, multi-year project cycles – effectively exclude the community organisations and indigenous governance structures that have the deepest knowledge of the landscapes in question and the greatest stake in their protection.
The Gokyo Mandate calls for a direct-access climate finance mechanism that bypasses these bottlenecks: a fund governed by representatives of Third Pole communities, disbursing grants that communities can access and deploy without routing through multiple tiers of national bureaucracy. This is not a radical or untested idea. The Adaptation Fund has operated a direct-access modality since 2010, and the experience of national implementing entities in countries like Senegal and Bangladesh demonstrates that community-proximate governance of climate finance produces both better-targeted projects and lower administrative overhead.
What the Mandate adds is the regional dimension: a call for the “Third Pole” countries – Nepal, Bhutan, India, Pakistan, Afghanistan, China, and Myanmar – to act collectively in climate diplomacy, presenting a unified negotiating position at COP31 and demanding that the global climate finance architecture reform itself to be genuinely accessible at the local level.
What the Road to COP31 Must Look Like
The Gokyo Mandate was signed at one of the most remote and visually dramatic locations on Earth, but its implications extend far beyond the Khumbu valley. It is a blueprint for a model of climate governance that places Human-Centered Design – designing systems around the actual needs, capacities, and knowledge of the people who will use them – at the centre of international climate architecture.

The timing matters. COP31, scheduled for 2026, will be the first major climate conference following the formal operationalisation of the Loss and Damage Fund and the first stocktake of progress under the Global Goal on Adaptation. Mountain nations, which are disproportionately affected by climate change relative to their emissions contributions, have consistently been marginalised in these negotiations by the sheer economic and diplomatic weight of larger emitters.
The Gokyo Declaration gives those nations – and the indigenous communities within them – a coherent, evidence-based platform from which to advocate. It does not ask the world to choose between science and tradition. It asks the world to recognise that in the high Himalayas, as in Assam’s flood plains and the Sahel’s pastoral landscapes, the people who have survived on the land longest understand it most deeply – and that survival in the coming decades will require listening to them.
The Ngozumpa Glacier is retreating at a pace that would have been unimaginable to the generation that first mapped it. The glacial lakes multiplying in its wake do not yet have names in any language. But the knowledge needed to navigate what comes next has existed for centuries, in the minds of the people who live closest to the ice. The Gokyo Mandate is, above all, an argument that we cannot afford to let that knowledge disappear before we have learned to use it.
