Ensuring Safety and Readiness: OIL’s Collaborative Effort in Emergency Response Training

Oil India Limited (OIL), in a strong display of commitment to safety and disaster preparedness, conducted a comprehensive Tier-III Off-site Disaster Mock Drill at its Field Headquarters in Duliajan on February 27, at approximately 09:50 AM.
This drill was a critical exercise in testing and evaluating the emergency response capabilities of OIL and its collaborative partners, showcasing a united front in the face of potential disasters.
The meticulously planned mock drill simulated a severe emergency scenario, featuring a leakage of LPG from a Mounded Storage Vessel (MSV) that escalated into a massive fire, coupled with injuries to personnel at the plant.
In response to the unfolding crisis, employees at the plant swiftly executed isolation procedures for the MSV in accordance with the established isolation plan. This quick action was a testament to the high level of training and preparedness of the OIL staff.
As the scenario intensified, the Security, Fire, and Medical services of OIL were immediately placed on the highest alert. The emergency response protocols were activated without delay, ensuring a rapid and coordinated response to the simulated disaster.
Fire Services of OIL, along with mutual-aid partners, demonstrated their expertise and efficiency in successfully tackling the fire disaster. This collaborative effort underlined the importance of synergy among various agencies in managing emergencies effectively.
The rescue and relief operations were conducted jointly by the National Disaster Response Force (NDRF), the Central Industrial Security Force (CISF), and the OIL Medical Teams. Their collective efforts in the mock rescue operations provided invaluable insights into the practical challenges of disaster management and the importance of teamwork in saving lives and minimizing damage.
Shri Nitul Khataniar, Circle Officer, Tengakhat, represented the District Commissioner as the Chief Incident Controller, while Shri Sanjay Verma, Resident Chief Executive (Officiating), led the OIL team. Their leadership roles were pivotal in steering the exercise towards a successful conclusion.
The drill culminated in a formal debriefing session, which served as a platform for reflection and learning. Participants discussed observations and identified areas for improvement, ensuring that future drills could be even more effective. The feedback from the session was overwhelmingly positive, with stakeholders expressing encouragement and gaining confidence in their ability to handle real-time emergencies.
This Tier-III Off-site Disaster Mock Drill was not an isolated event but part of a broader initiative by OIL to maintain a state of constant readiness. The joint efforts of various departments within OIL, the Dibrugarh District Administration, and mutual-aid partners such as IOCL, BCPL, HOEC, AGCL, ONGC, BVFCL, APL, DNPL, and others, underscored a united approach to disaster management.

The involvement of these organizations also served to strengthen the bonds of cooperation and shared understanding among all those responsible for disaster response.
